These earmarked sectors access forex at the official exchange rate. The reason for the multiple exchange rates in the parallel market is due to the unpatriotic and sharp practices of certain government officials, CBN employees and the BDC's as that market is not regulated by the government.
Back to the initial comment, allowing fuel importers access to forex at the CBN's official rate is not subsidy, rather, a policy to make forex accessible to importers at CBN's rate. Where's the subsidy in that?
