You need an account to use a tesla. And some of the tesla features are tied to that account. The features will not transfer to a new owner.

Across the world, Teslas are either bought from Tesla, dealerships of direct owners. A direct owner can sell their Tesla and transfer ownership of the vehicle using the app. The process to transfer ownership is simple and straightforward.

All features, including the FSD is transferred to a new owner when selling. If an owner chooses not to transfer the FSD during sale, then the value of the car drops dramatically.

A friend got a Tesla and had the FSD transferred but you with no clue is pushing a link where in the article it clearly states:

Currently, the closest thing to a guaranteed way for Full Self-Driving to transfer to a new owner is directly from owner to owner through a private sale.

And this…

This means that a private sale is one of the best ways to return some value for Full Self-Driving when you sell your used Tesla, and one of three ways to purchase a pre-owned Tesla with FSD at a reduced cost.
