You're wrong. Learn the law and stop talking nonsense. The legislature carries out their functions through laid down procedures by the constitution. If the governor notices that the legislature has fallen short of that procedure, the governor can seek redress for the courts to halt the impeachment and determine whether the shortfall is contrary to the constitution.
