If you want good infrastructure, that tax to GDP better jump from the 10% it is at, plus we better diversify the economy, especially by government regulating mining for example, and incentives for mechanized farming.
All these won't work when the government are corrupt and spend extravagantly. Are you willing to pay tax to government that steals and loot?
