Very foolish person. He made a categorical statement as if he was not aware of more expensive and standard hotels than that one. He should have blamed the hotel, or better still, himself, for not being able to afford a more standard lodging.

If two occupants can't agree on what to do with the AC, they change rooms

Photoshop at best, especially considering that about 30% of the AC unit will be inside the wall. The worst the hotel management will do is to cut off power supply to some electrical appliances like your AC and water heater to save cost or switch off their gen from a certain time in the middle of the night to save cost.
