Even before men made their legislative bodies God's Law aka Natural Law whether Criminal Law or Marriage and Family Law or Law of Contracts or Law of Succession were in full Force as already seen in the bible where Abraham had servants and his servants children stood a chance of inheriting (law of succession) his properties if he had not had any children.

And no national or state Iegidlature existed at that time, yet The Laws of Contracts and Family Law and Succession was in Force.

Mesopotamia was not even in existence then.. it was just an area having many villages with many people from different parts of the world freely going and coming as they please with no visa and costum/immigration.

Thus, everyone was using natural law to deal with each other as we see criminal law e.g. (murder), family law (marriage) and Contract Law (buying and selling) was going on even when nations and countries did not exist.

The name Mesopotamia definitely came up because the Romans comtroled it exactly how the British comtroled the place called Abeokuta while giving the name Nigeria to the area.
