The finance act 2022 signed by buhari demands that higher institutions should remit 40% of their surplus internally generated revenue to the federal government. The implementation period is this year.

The ministry activated it but wrongly i.e. that they should remit 40% of their IGR. The schools complained that the implementation will force them to pass on the cost to the students. This will result to higher fees.

The president listened to them and stopped the implementation.

Civil servants in the ministry of finance took it off the shelf and implemented. No president can know every little thing in every ministry.
