This Budget is $27 billion and it includes the usual massive borrowing and deficit that's likely to be financed by printing money. Well over 70%, probably over 90%, will go to paying INTEREST on the national debt. Nigeria is bankrupt and over 90% of the people are mired in poverty. Budget means nothing until the Federal Government tackles the basic structural dislocations in the economy 1) Stop printing money and float the naira. Nigeria may have to look into adopting some sort of currency with a capped or tight supply. 2) Adopt property rights for citizens and stringently protect those rights. Those two are the most important. They can be done TODAY. Others are 3) Make it illegal for the Federal Government to own any economic property, resource or factor of production. This includes airports and sea ports. Also make it illegal for ANY government to tax ownership of real property by anyone except GOVERNMENT WORKERS. That means only government workers and elected officials and appointees should pay property taxes and it should include tax on cars and other significant property. In short complete privatization and deregulation of the economy. 4) Make it illegal for the Federal Government to set or subsidize prices for ANYTHING including labour 5) Remove all bans and prohibitions on imports and exports of legal products. 6) Abolish all income taxes on private workers and adopt a sales or VAT based revenue formula. 7) Adopt deep and radical tribal, state or regional autonomy. 8 ) Every Nigerian male and maybe female MUST have military training and be allowed to own guns. 9) Make it illegal for any Nigerian government official at any level to own any property, money or ANYTHING outside Nigeria, directly or indirectly. The above measures are the ONLY WAY Nigeria will ever become a developed country. NOTHING ELSE will work. The first two are non-negotiable. So for now Nigeria is just wasting time. Any government that refuses to do the above will achieve NOTHING. The little prosperity enjoyed by Nigeria from 2001 to 2013 was because the Federal Government was doing SOME of the things enumerated above, especially privatization and deregulation.
