Security is zero, as large parts of the state is controlled by non-state actors (cultists, Omo Onile, NURTW members, and LGA enforcers) who go about shaking people down for unofficial taxes and levies.

Despite having the largest IGR, the state owes 100s of billions in Naira and hundreds of millions of dollars to creditors, both local and foreign.
