2. The builder that erected structure and mounted the tank
3. The owner of the land, or right of way for the tank.
4. The engineer that inspected and approved build order.

Having one's building beside or adjacent a storey building in Nigeria is like sitting on a keg of gunpowder. We've been witnessing these sad occurrences of recent and I've been expecting our govts at the local level to be up and doing by sending out the agencies in charge of things like this to go look out for water tank towers in their domains to ascertain the integrity of these structures. Any water tank stand beyond 3 metres should be approved before construction and should be pass integrity test after construction. These are avoidable deaths if those in authority know why they are there

This is a great disaster, and people should ensure their structures are placed in proper positions and have the integrity to be safe in the environemnt. Regaular inspections will avoid such terrible events.

I use to fear those ones sitting ontop the roof of buildings.
I prefer the ones using tank stands.
