Owerri is fast developed when compared to other part of Imo due to capital status. Just like port harcourt, and other states with vast developed state capital.
Orlu or Okigwe is just lacking road infrastructure and maintenance.
I am not saying they are not developing at their own pace, only what they lack is road infrastructure of which hope uzodimma is trying to rebuild. There are major road works in orlu and other parts of Town.

Federal government has NEVER built only Lagos and Abuja but ignored Owerri and the other cities in Nigeria. Never.
In Imo state, Imo state builds Owerri but abandons Orlu and Okigwe to crumble. Don't hesitate to label the roads you pasted here if you are not on misleading mission.

Aerial view of Owerri has further exposed this unplanned glorified village called imo state capital. Look at the amount of unpaved disorganized roads, muddy, dusty and dirty outlooks of a whole state capital. Imo state is cursed

There are even better spots than this in Ebonyi state.

In Imo, Owerri gatecrashed Ohakim and Okorocha to build flyovers in Owerri. Owerri condemned the flyovers after built; insulted the governors. Owerri people believe that flyovers make a city; believe that having all federal government housing estates exclusively in Owerri makes Owerri a city.
Owerri clapped as Okorocha was building tunnel in Owerri where there was no hill. Tunnel completed. Owerri condemned it.
Money wasted. When the flyovers and tunnel were being built, floods from uncompleted and uncomplicated urban drainage project in Orlu were drowning human beings and carrying away houses.
