1) Tribalism come from fear , especially fear of a possible take over
The reason yorubas are Tribalistic towards igbos is because they fear there is a possibility of igbos taking over Lagos

The reason people are tribal towards fulainis are same thing

And yes it's a possibility

2) each of those ethnic groups 250 of them already have a leadership structure, tho Ceremonial, and were also independent before British came

So there is no ethnicity that can control their resources
