The other states are also doing their own part. Those states do not need trains for now because you hardly see life-threatening hold ups in any other south western state. However theres a collaboration in sharing resources between all the southwestern states. LASEMA has provided immense help to Oyo state after the Ibadan blast.

Good question.
To undertake a project like this, you first have to lay the ground work, do a feasibility study, design, plans and also funding. By the time you finish all of these, your first term will already be coming to an end. Most governors would therefore rather do a quick fix, things like paint one old existing structure, repair a few roads and stuffs like that.
It takes only a visionary to start a project that he knows cannot be completed within his cycle in office but still do it anyway.

Lagosians have suffered and endured. For once let them be able to have a 15 minutes journey and it will be 30 minutes max to fulfil it, not the current case that could take 6 hours plus.

All other states lack the capacity as long as they depend on funds shared from Abuja and neglect the greatest resources they have, the millions of residents in the state
