Well that is your opinion. Wode Maya uses the word development at the beginning and ranks Abuja his most developed Nigerian city. So he was clear on what he was talking about in the context of Nigeria and Ghana. I'm sure if he was asked to compare Abuja and Capetown for instance, he would have put some qualifiers to say Capetown is more developed but Abuja is quieter and stuff like that but in thinking of Ghana and Nigeria, it is clear he considers both Abuja and Kigali as up there.

Also can you give me the data that shows Accra has more paved roads than Abuja? Because that seems unbelievable.

University of Ghana

Only KNUST have infrastructure worth compared to this University in the entire West Africa . This is just about 50% of the campus in the pictures
