If Nigeria Senate can approve #185 million for one bore hole , how much is 35million

The church is most likely aggrieved because they've tried to call the bank to repair the little damages and the bank refused to come, thinking the church will forgive and forget. Out of anger the church is claiming 35million damages which is obviously padded. Even if it's helicopter that fell on the house self will the damages reach 35million?
