The way naira bill is usually dirty, everyone is abusing the currency. As for detaining him in female cell. Where do you want them to detain her before. They could have just placed her on a house arrest since he did not commit any lethal crime. Also inventing him to the police should have been a better way to clear some air surrounding the cell they put her in. Possibly in the future there will be dedicated cell where people like him will be kept while facing the allegations leveled against her.
