Citizens of certain countries holding a passport can mostly travel visa free to other countries. US passport holders can travel visa free to about 167 countries in the world. Schengen passport holders can do the same .

The question is, what about someone holding a PR card that hasn’t been converted to a passport yet, can they also travel visa free (say from USA to Germany )?

pr is visa free to certain countries not all. Check greencard visa free countries on google . Germany is not on the list tho
