As long as it has approvals to function as a supermarket no one should be disenfranchised from entering there otherwise government should shut it down. Covert operation is called covert for a reason whenever it's open it then violated the laws of the hoat country. It is illegal to host any intelligence setup of another nation in Nigeria that is why you can only find open intelligence operations in the embassies because technically that is there country because the laws that govern it is the laws of China.
