Please I need a recommendation for a good phone that has HD quality camera and good video quality videos. My budget is between 250k to 300k.

What exactly do you need it for? I see that you already asked about cameras for similar purpose. There are areas phones cannot just compete with professional cameras.

It's for media work, to cover event and take quality pictures and videos in low light areas. Yes I asked similar question, the phone I later got did not give me what I want, in fact the picture quality of the phone reduced drastically within the shortest time.

Its a very wrong move to even think of using a phone to cover an event. People who own the best phones in the world pay huge sums to cover their events, have you thought about this? No one will pay you money to cover an event if they know you'll use a phone for the job.

For your budget, check Samsung A25, A72, S21(not sure of the price now though)
Then Google pixel 4xl, 5a, 5
If you're an iphone fan, try iphone 11
