Aside, The Minister's views can't become law. The necessary policies have to be amended and it cannot become retroactive

Something that has been debated on the national house of assembly and agreed upon you are still saying "it's minister's view". Again if it's passed before September which is beginning of session for tertiary institutions, it is not in retroactive as all the subsequent admission "from the date" will be subjected to the law. All I am saying is it is about to become law as it is already in the house and if it's passed it will likely affect admission of current intakes.

His result should be confisticated, he should write again next year to further prove his brilliance.

Sometimes, it's not by school. It is by natural talent and personal efforts. I get excited when I see students from public schools, excluding FGCs and public model schools, excelling in professional examinations.
