it is a federal high court, therefor it covers the entire Nigeria, except another federal high court sitting in another state gives a contrary judgement, otherwise, this one stands.

The position of the law is that a court of law cannot stop a completed act. The new tariff was implemented and effective many weeks ago.
At best, what the court can do in the circumstances is to order that status quo before hostilities be maintained.
