I will give you two probable answers and there are a lot more.

1) A returning officer might have accidentally typed a space or a special character in an input field when uploading their filled form. Something no one else had ever done before.

Without boasting, I actually inadvertently did similar to crash a website of a chocolate manufacturer in an European country. I think I mistakenly typed an '&' in the house number field and the thing showed me an raw exception screen, in actuality I should have seen a 404 screen or it shouldn't have crashed at all sef.

2) Depending on what service type INEC requested (PAAS, IAAS or SAAS), update configuration might have been left as default or "exclusion windows" incorrectly set. This means a server update might have happened during the collation of Presidential results, of course when that happens, the server would need to restart.

These are just two of many reasons why IREV might not have been accessible at certain times.

Anyone can make a typo, a lot of the same returning officers uploaded rubbish photos. It's called human error.

The app I currently work on, we accidentally uncovered a bug last week that had spent 5 years in Production. Open a dialog, click on a tab, click close, kaboom 💥. No one noticed because you normally do something in the tab before closing the dialog.

Per the region thing, you realise AWS don't have one for Nigeria so don't know when it is night. I am sure you also realise I can set up two servers from Nigeria, one based in Asia and the other based in US. How exactly would they automatically default to Nigerian nighttime settings.

My office laptop actually prompts a restart when you log in, if you defer the update x number of times, it will force one, even during working hours as long as your machine is on.

I have zero interest in defending my "oppressors", whoever they are. I have based my IT knowledge to suggest mitigating circumstances, they might be right or wrong, I haven't insisted either way.

Finally, Peter Obi is not a victim, he came third and couldn't prove otherwise. He also, like I said earlier, needs to sit down with his IT people and learn in order not to look like an absolute idiot when he says things that he knows little or noting about.
