This crime can be easily solved if we truly want to.

SOLUTION
Draw out 50 millitary men from each local govt. Of the federation who are in the Nigerian army. Subject them to the dictate of the royal head of each locality with the supreme command with the president. They obey the

The governors and then
The royal fathers ( in that order).
They should be provide with weapons to defend their people and local govt. They'll rather DIE than allow ANYONE ride over their village.
The royal father, so that the local govt. chairman don't abuse the power.
If am given even just 10 bullets to defend my community, be sure atleast 10 terrorists would be going to the grave with me. I won't need salary, nor mobilization fee. The farms would be free.
