N5bn to survey land.
N1.2bn to renovate one school.
N46bn for a medical village.
N4bn to map Abia GIS
N20bn for connected learning network(whatever that is)

Abia may be in a boiling soup.

Believe any politician to your own peril. When Buhari was being touted as a Saint, we thought we had a saviour.
However, you can be in your state and don't know what is happening there. You can even belong to a political party and still be in the dark. That Obi or Otti are 100% clean, is a lie.
I am Yoruba man, I desired Obi to have won the election but he didn't.
For somebody of my little age and experience in Nigerian politics, I would only want a change for the fun of it not that he has anything phenomenal to offer.

The relationship of Obi and Otti now is not absolutely clear to you. If Otti would retain his office by next election, he has to make sacrifices. If the Labour Party would not go into extinction, he has to sacrifice some money of your state to keep the engine of the party working.

Do allow emotions to becloud your sense of judgement.
