It fails because it is a government parastatal, and the people hate the government.
You only need to be patriotic and love government for government industries to work.

To get value for money it's best to sell off the plant to a private entity

This steel plant is obsolete already and should be scrapped. We missed the opportunity to make something out of it, and spending money to revive it us just throwing money down a bottomless pit.

Even Ajaokuta steel was run by the Russians at least that I knew when I was in Lokoja from 1986 to 1991.The place was paradise.What happened?Nigeria happened. Every new government was complicit.

You need basic infrastructure for any business to survive. You need a degree of reliability, which is again lacking in Nigeria.

Russia did a feasibility study and sent to the government before this project was executed stating that it will not be a profitable venture. 2024 you still want to waste funds on it. Just sell it

It was Indian's that took over Ajaocuta and DSC. Indian destroyed the UK steel industry. What Indians do , is use the steel mill to import their own steel from Indian's .
