if na BEDC just leave them, they can do anyhow. Na my area for benin last two month i pay 5k for light bill for flat, last month dem tell me say na 10k and i pay, now this month na dem say na 5k, i just tire.

Scapegoating road users instead of going to office of the BEDC.
