One man from this platform reached out to me four days ago that his brother was picked by the Police for Fraudulent transaction that happened on his account.

What you wrote is actually true, but the process of getting SCUML, although is free but it not easy to log into EFCC website and do it. And beside some CAC documents need certain certificate before it will be issued the certificate. So the clients need to be charged for this.
