Why must NSA going for that meeting in the first instance, and if he must attend, why going with large number of military personnel. This to my knowledge will be first time NSA will be involved in labor dispute, the minister of labor, finance, economic planning and secretary to federal government among others are always be the negotiating team, I don't understand the involvement of security officers.
