My position is that making laws on cow business should go to the states houses of assembly because they are in a better place to monitor the business.

It is a matter of if you will ranch, where do you get funding for it? If you want to do large scale semi-open grazing where animals can open-graze but within the confines of a place, where do you get the land and how far is the lands to the markets and consumers?

It is a matter of if you dance totally, you will need to buy feeds, these will increase the cost of production therefore increasing the cost of beef

Do you understand that Western countries subsidize animal farmers per head of animal they have just so their cost of production can reduce will will keep the price of the food down?

Every society have their own issues,it's not just cow but herder farmers crisis. It's not late for such discussions and even if well handled,herders will be educated on the need for advancement,other business men will come into the ranching business.
If I had the capital sef I would go into ranching.
So don't just see it as COW.

Not entirely true. I do alot of field work and I have seen open grazing here in the USA and Canada. Sometimes I have to stop for the cows to cross some roads.

It's not uncommon to see cow boys on horses or ATVs herding cows in rural America.

Not supporting open grazing as the environment are different. It would be hard for a Nigerian farmer to fence his/her property all around due to cost to prevent cattles invading their farms, and the menace of Fulani herdsmen commiting crimes.

That's why the discussion in the national assembly is more than just cows like OP is trying to make it seem like.

Do you know in the UK, Scotland, Norway, Belgium, Germany etc a large amount of their animals are raised based on open grazing?

It is called open pasture. Even in Canada.

This is because ranching is expensive and the government wants the cost of food to be low so they provide these lands where your animals can graze without hindrance.

Nigeria has the highest population of educated illiterates in the world... If it is about the beef and diary industry as mynd44 is asserting, they should be talking about building ranches for the cows. That way they cows will be fed better and giving they best health care for healthy beef and diary products which will generate more incomes but no, northerners have an evil agenda to take over the country and are going about killing innocent people in their homelands and farms in a bid to achieve their alterior motive.

1. Places that used to be farms are not becoming towns due to population growth
2. So because of the first point, places that used to be free for herders are now farms and the farms need to grow
3. The herders now have nowhere to go because they have more animals (population that consumes has increased) and the farms are now in places where they normally graze without issues.

How do we solve this? Remember when the former president suggested RUGA which would have separated animals from farms but it was resisted

If those who are into cow business consider of having their own ranch, feed their cows with nourished grass, hays or whatever the cows might been eating, they would make more money from diary, having healthy cows and more reproductions.

In all sincerity, we are lazy in southern Nigeria.

Why should we be relying on Northern cows if we have ours? Funnily, even some of the southerners who are into cow business, most of their cows are raised in North, they are same people funding the terrorists herders to allow their cows to feed wherever without considering the consequences.

We have so many unused lands across Nigeria regions. If all regions have their plans about cows ranching, we wouldn't be wasting time discussing this almost yearly when there are more important issues to discuss about.

A single cow in Netherlands, will produce 3x more meat and milk than an average cow from Nigeria. Same with cow from other places that practice healthy ranching.
