It was not until the war ended that the states Gowon created became fully operational.

Gowon only created states. Ironsi destroyed the regional system with the unification decree by centralizing the government.

It will be a very hard nut to crack, if the entire 17 southern states supports the return to Regionalism, it will be difficult getting the support of an additional 7 Northern states to make up for a total of 24 states required for the constitutional change.

Ironsi's decree 34 never abolish the regions because under Ironsi, the region were still intact under Katsina for Northern Region, Ojukwu for Eastern Region and.............for Western region , but the federal civil services were unified. It was a Decree which unified the public service and not the civil service. Public service is different from civil service. Ironsi never mentioned civil service in the national broadcast in which he announced that decree. It was public service he hammered on. Unlike civil service, public service means the entire apparatus of government. So unifying the public service was simply unifying all the powers and resources of the regional governments to the center. Remember that all before then Zik had been making a case for a very strong omnipotent center disguised as a call for one Nigeria and a fake national unity

It should also be added that decree 14 was a violation of the Aburi agreement that both Gowon and Ojukwu signed in Ghana.

It was seen for what it was by Ojukwu and the Eastern Region, a calculated attempt by Gowon and his Northern cohorts to dominate everyone.

The two bolded sentences are self contradictory.

Secondly, the coup ended up causing a far greater damage to Nigeria than what the politicians are alleged to have done in your first bolded. That simply tells you that military intervention in democracy has no justification and it doesn't progress any nation hence it is never an option irrespective of how bad and corrupt the politicians are alleged to be.
