You are starting from the premise that the NLC is led by reasonable people. It is not. If he does what you've suggested, the next thing is they will go and switch of the national grid until the bill is withdrawn.

Could you expatiate further?Is the President going to sign an Act that is silent on an exact amount that a worker would be paid? How would it work since the National Miminum Wage Act is primarily aimed at designating a particular amount as the national minimum wage.

Furthermore a Bill once signed into law, binds all federating units (States). The entire provisions are binding on each states.

Decentralisation of a minimum wage would only work if each state was empowered to enact a State Minimum Wage Bill.Meaning that the State Assembly of each state would be empowered to legislate a State Minimum Wage Law. But unfortunately that is not the case.
The responsibility of declaring a National minimum wage is the exclusive preserve of the Federal Government.

Specifically, Item 34 of the Exclusive Legislative List contained in the Second Schedule to the Constitution of the Federal Republic of Nigeria 1999 (As Amended)

So it is impossible for Labour to be caught unawares by that action. The NLC knows that it is an impossibility under the current Nigerian legal regime. Smart and experienced guys we ve got there.

That's my concern too, the argument should be how food and other services will be cheaper not about increment in salary. Like what's the population of people collecting salary over those not collecting, in naija sometimes once they increase the salary prices of goods and services will also go up, the whole thing is just confusing...

There should be both ... a national minimum wage bill and a State minimum wage bill. The NMWB should be based on the Cost of Living in the poorer States. Each State can then set its own MWB based on the CoL in that State but it cannot be below the NMWB. One cannot expect Lagos and Borno to have the same MWB ... if so the one in Lagos will be suffering and smiling while the one in Borno will be living in luxury. The present demands by Labour may be in keeping with the CoL in Lagos .... but which other State or local small business employers in other States can afford to pay such? Imagine the local pharmacy or betting parlour having to pay its employees N250K minimum.Their demand is ridiculous .... and the offer by the FG is scandalous. How can two unreasonable and stubborn parties ever reach an agreement?

This should be the best option for now there are quite a lot of unproductive states in Nigeria that can't even pay #60k as minimum wage.
