I kindly need advice on what I could do, because someone just bought a piece of land near me and before I could realize it he is already building his septic just on my fence. Even though it's on his land but it's posing a great risk to my structure. What should I do to stop this please. Is it possible to report this fellow to the authorities

If you share same fence boundary with the builder, just make sure the fence foundation was casted with concrete prior to the block form. That way it won't pull down the fence and nothing will affect your side either.
If the case is different ensure he doesn't tamper with the fence if you are the original owner that laid it from foundation.

Thanks for the input, but the issue here is that I've already built my fence for some time now using just Normal blinding mixture. His digging the septic tank very close to my fence poses a great danger to my structure

nothing you can do, since it's on his land and no form of encouragement.

Just that he should build it properly with good material

The fence is a boundary btw your land and his land, that being said anything he's doing over the fence ( I mean on his own side of land) does not concern you. What you should be after is the durability of the fence which as it stands doesn't have the standard gauge of a properly laid foundation. Did you Chain the fence? All in all, just let the new developer know that if the fence fall, he will bore the whole cost considering the fact the septic tank poise a serious issue. Don't put eye too much to avoid see finish and enemy of progress syndrome.
