What is stopping West Africa from collaborating on security matters?

Iran and Hezbollah have been able to build a drone and military capabilities and technology that can counter Israel and the USA. Yet, despite 65 years of independence and unbelievable mineral resources, Nigeria and West Africa need the West to provide their security.
