With all these refineries Nigeria is still importing petroleum products in huge numbers and borrowing to pay subsidy by Tinubu. So how exactly is Nigeria being great?

I need to understand.
Refining PMS is a somewhat more complex and hence more expensive process not because it takes more energy(in fact it takes less energy to boil off PMS from crude) but because of market requirements. It's not enough to just boil out the PMS but one has to worry about octane ratings, sulphur content as well as a sundry list of other concerns. To cut the long story short, it doesn't make any economical sense for these refineries to be producing PMS. Any PMS that they produce would be more profitable if they cracked it to more volatile product like natural gas or naphta.

Soon to be rehabilated is what we have been hearing. Billions gone ontop soon to be rehabilitated without result.

What you didn't state is how much fuel, diesel and kerosene are they producing for local consumption?

Out of your ten completed refineries only five are operational till date. But that’s not the catch. Out of twenty-five licensed modular refineries in your country, not a centilitre of (PMS) petrol has ever and will ever be produced because they’re all designed to produce (AGO) Diesel! The govt just pays lip service to the plight of the people, the petrol that all but controls the life of everyone in this nation is in a firm death grip at the hands of the FG! Those little refineries need just few thousands of barrels, so it's easy to get feedstocks but a magnificent edifice like Dangote refinery needs all our daily output at least, every other day, to run at optimal level, so it gets difficult BECAUSE WE ALREADY HAVE OTHER COMMITMENT FOR OUR DAY TO DAY PRODUCTION.
Things would likely change in future but for now, this is our reality.
