The fire safety culture in nigeria is zero, public buildings are not fitted with fire safety equipments, even when you find some installed they are not maintained periodically.
I bet you no one there can use a fire extinguisher or just a few.this is not just about christ embassy but the mentality of people towards fire safety. Fire safety and prevention is underated over here.
