Refining PMS is a somewhat more complex and hence more expensive process not because it takes more energy(in fact it takes less energy to boil off PMS from crude) but because of market requirements. It's not enough to just boil out the PMS but one has to worry about octane ratings, sulphur content as well as a sundry list of other concerns. To cut the long story short, it doesn't make any economical sense for these refineries to be producing PMS. Any PMS that they produce would be more profitable if they cracked it to more volatile product like natural gas or naphta.

Don't you think that if we take the pains to develop and optimise our domestic PMS refining process and sell it with overheads to cover the fractionation and cracking costs, the end product wouldn't be as exorbitant as the imported product?

The prices of crude is fixed internationally, for any country to pay less, their country needs to subsidise the rate. Crude is sold per barrel, and it has a cost, cost of refining, marketing, logistics etc increases the end product value......to sell cheaper, the country's government has to subsidies it.
Qatar is a country of 2.5 million people only, less than 2 LGA in Lagos (Surulere and Ikeja)... but Qatar sells it's refined product for 2.1 Qatari riyal (that's 852.6, QAR to naira is 406). For an average sedan, you will need 500QAR monthly for Transportaion to and from work, that's over 200k naira.

some of these small refineries don’t produce pms, like the one in edo state was designed specially for diesel, also we consume too much because we fuel both our cars and generators, unlike some other countries that fuel only their cars, hence these refineries are not enough given their capacity, only Warri, kaduna, ph and dangote have reasonable capacity there, tho I heard bus is building a 300 000 bpd capacity in Akwa ibom

Non of this big Refinery is working not the PH, Warri or Kaduna even the Dangote is not working at full capacity yet. I was part of the team that was doing PH refinery turn around omo when I see the way the whole activities is going I told myself that Nigeria is not yet ready for Refining. If they want those Refinery to function they better sell them off. Nigeria government better hands off patapata all major businesses, the worst set of people in Nigeria after Politician, Police, Nepa are Nigerian Civil Servants very LACKADAISICAL attitude.

Well, we're saying the same thing though. Develop, innovate so on and so forth. The sort of rhetoric that politicians like to pay lip service to but never do anything whatsoever toward actualization. I'll have you know one other thing, illegal refineries are littered all over Nigeria, especially the SS/SE regions. Nothing stops the Government from developing/regulating these so-called illegal refineries but instead they are actively prosecuted. This would suggest that some sort of mafia in authority have the oil industry in iron grip.

Niger Delta Petroleum Refinery (Aradel)– The initial 1,000 bbls/day AGO topping plant was commissioned in 2010. Currently, the 3-train, 11,000 bbls/day modular refinery produces Automotive Gas Oil, Dual Purpose Kerosene, Marine Diesel Oil, High-Pour Fuel Oil, and Naphtha.

Did you notice that this refinery does not produce PMS, despite the fact that petrol is the largest consumed refined oil?

It is because the price is subsidized. Even Dangote is dragging his feet regarding its production.
