The LG Chairmen are just entertaining themselves, they can't come back. They have fixed tenures like Govs and the rest so once that time is effluxed, it's over.

Now, the Constitution is silent about caretaker committees but doesn't attach punishment or constitutional consequences for Governors who do not conduct LG elections.

Conducting LG selections is a subject matter for another day.......
