you have to start by learning what development means. Enugu joined the world's 100 most resilient cities years before lagos. Lagos is an over packed coastline settlement which is half slum and half urban.

In terms of liveability, some of these places you mentioned might be more liveable than Lagos. You should probably take a look at the factors that are considered (like crime, cost of living, traffic, air quality, sense of community, infrastructure utilization, climate, transportation, education, healthcare, etc). While Lagos is our leading city, it doesn’t necessarily win some of these categories, and it’s definitely far from being the most liveable city in Nigeria.
