It’s kot by active users. But heavy users. 2 users internet usages within a month can tackled 20k to 30k user internet usage in place like kano and ogun.

An example check starlink penetration in Nigeria and you will see that place like ogun and kano doesn’t even come close.

Places like abuja, PH, Edo, oyo, delta, anambra and enugu. Should top the list just behind lagos.
