FAAC: How states with high migration are cheated out of allocation. by Blue3k(op):
• FAAC Allocation is paid on a monthly basis.
• Allocation is based partly on the population of states.
• The FG hasn't conducted a census since 2006
• People are always moving to various states
• If new states are created, current states allocation will reduce ceteris paribus.

If the states and federal government are not keeping track of the population regularly, is the FAAC Allocation ever correct?


PS: How FAAC is calculated.
Equality – 40%. Here 40% of disbursable revenue from the share of the States 26.72% from the Federation account is is divided equally across all 36 States. The remaining 60% of the 26.72% of the State's share of the Federation account is disbursed as follows:

Population – 30%. Here 30% of State's share of 26.72% is shared dependent on each States share of total population as determined by the National Population Commission.

Landmass/Terrain – 10%. Land mass of a State or local government shall be the proportional areal size (PAS) of the State or the local government to the total areal size of Nigeria, and shall be obtained as follows-

Areal size of State x 100

for each State - (PAS) =

Total areal size of Nigeria

Internally Generated Revenue (IGR) – 10% . Each State is mandated to contributor 10% of its IGR into a joint State and Local Government account to be shared equally Social

The current formulae is an unbalanced one.

How can you be sharing money based on backwardness in education and health? It means the states are happy to remain backwards as a strategy to attracting more funds.
Sharing money by landmass is also unfair to smaller states that bare the consequence of harsh resources exploration. Landmass increase should reduce alloaction toward states because it means that state has a marketable resource that can fetch money.
Population also means a state like Sokoto wont mind mass emigration from hausa speaking Nigeriens. States will want to claim more numbers and we will end up with false figures all over. That's why we are 200 million in the first place. Series of false count based one on the last.

Water too is another I cant make sense of.

The only sensible criteria there is IGR effort. If two states exist and one is corrupt, it makes sense to reward the other in order to motivate the corrupt one to end corruption and deliver.

There was no census conducted in 2023, thanks to Buhari making sure of that, and no one has said anything about it since then. 🤣🤣🤣🤣🤣🤣🤣

This is the structure responsible for our backwardness and bitter politics. You share funds based on criteria that can be manipulated and suppressed. Education has been rejected openly. Health is being impeded by education. Population is being falsified and artificially swollen through immigration from hausa speaking foreigners. Water access has to remain low if you want more money.
Landmass can remain useless because its utilisation has no reward, it is the size that matters.

How can we grow?

It's weird that the current states that experience high population inflows don't talk about this more. You do see lagos asking for and failing to get special status to funnel more money to them via the FG. If this fact was addressed along with states being able to establish their own tax rates, it would be as big an issue.

Ps: Notice income tax isn't uniform in the US states but it is in Nigeria. It doesn't make sense for it to be uniform in Nigeria. It ruins the competition between states.

Why not reduce the state to 20 then?
There is need to create atleast one more states for the South East zone

Your comments about how the allocation work in education and health are incorrect. I should have put how each category is calculated in the original post. You don't get paid for being backwards. In terms of education you get it for enrollment levels. It's a long read and most aren't interested.

Education as a parameter for allocation to Social Development Factor (SDF) relates to primary school enrolment which attracts 60 per cent of the allocation to education while the remaining 40 per cent is made using secondary school enrolment. Allocation on the basis of primary school enrolment is made solely on direct proportion to school enrollment. 50 per cent of the allocation on the basis of secondary school enrolment is made in direct proportion to school enrollment while the remaining 50 per cent is made in inverse proportion to school enrollment. School enrolment refers to public funded schools only.

Health as a parameter for allocation to social development factor relates to the number of State/Local Government hospital beds there are and 50 per cent of the allocation to health is made in direct proportion to the number of the State hospital beds, while the remaining 50 per cent is made in inverse proportion to the number of State hospital beds.

Water as a parameter for allocation to social development factor shall be represented by mean annual rainfall in the State headquarters and territorial spread of State: 50 per cent of the allocation to water shall be made in direct proportion to the State's territorial spread, while the remaining 50 per cent shall be made in inverse proportion to the mean annual rainfall in each State headquarters, using the most current live year figures, the same year for all the States.

Lol you're not helping you're case. Let's make a bad situation worse out of fairness to the South East.i always predicted the push for new states would fail over the shrinking allocations. I could be wrong though since people could value fairness over short term finances.

Even if it does fail state borders could be redrawn to rejoin igbos in other states outside South East. It's takes less effort constitutionally. The state ceding land and people takes the biggest hit.

A Nation run by clowns 🤡 and inhabited by willfully ignorant people who couldn't care less. Nigerians don't care to know stats unless it's about their football team. This is why the NBS can get away with not publishing important stats for years at a time and doing it sloppily when they do. The crime stats and unemployment stats are prime examples.
