Mr. Man, you cannot punish a whole state because of a governor. The supreme court said same in 2006 or there about when the FG withheld Lagos local government areas allocations for almost three years. The supreme court lampooned the FG for punishing the local government areas and rendered their statutory duties incapacitated for the sin of the state governor.
You know what it means to render the state accounts non functional. You've incapacitated the state and turn the state to tumor. That's why I laugh when the same supreme court says, the FG should cease any local government without democratically elected officials. With that judgement, supreme court had technically reverses itself and put the lives of local government workers in danger.
Just I had said, it's only the court of law that can bar an account and not legislators and that will be done in a space of time, not to put the state or local government in strain.
Not presenting or re-represent budget could be impeachable offence but not a punishable offence of rendering state accounts closed.
