Why is the early morning sweeper model not working? What do you suggest as an alternative?

On one hand, you say the government should handle with care the monetary costs associated with cleaning because Lagosians live on hand to mouth. If so, why do you think moving or pursuing away street sellers will not affect their earnings and livelihoods? What do you suggest should be done to street sellers after pursuing them? Why do you think they will not return after being pursued?
