But let us assume everything you said is 100% true, since na naija we all dey, why are you so worked up about people submitting CVs that won't yield any results? How is it your concern? If the REA staff collecting the CVs and stamping acknowledgement copies aren't bothered, knowing that management won't use those CVs (meaning na jaki job dem dey do), why are you, a bystander who isn't contributing to people's TP, nor collecting the CVs, nor opening the gate, angry that people are walking into the REA HQ to submit their CVs? Please help me understand.

People that want to submit should go and submit on their own but those people already have their own people already only if u have ur name with them before i.e few years ago and ur name is on the list of people they called already if not just submit CV and expect next recruitment not this one again....
