Look into your your client category and just start

Get the basic things you need & make good food in a good location and start- with time the plan would draw itself

5m is kinda small but would do a basic and standard restaurant...hire good cooks if u can't cook and buy things in bulk...cook moderately to avoid waste, then as your customers increase ,you can increase the food, get a good location and monitor sales..in case you're looking for a manager,I can be of help.
