I want to believe you are referring to a case btw you and an individual that has committed a crime as a result of the encounter you both had, in this case, fraud.
The police/state has the authority to prosecute, even if you as an individual says you are not interested in any case, probably you just want your money and walk away, the state can insist on charging him for fraud, however, it might be difficult to prove if you as the victim is unwilling to stand as witness, except there are other sufficient evidence, remember that it's a case that must be prove beyond reasonable doubt

Is it really a programming, or there's something in the law...or the superior argument: when push comes to shove, they own the military...our military doesn't have a human face. We tested it in Oct 2020, we saw how it ended.

Why are the lawyers worldwide, who knows what the law really says, not suing all corrupt government officials without immunity?
They know the law, they can defend their case...but why are they not using their Knowledge to sue?

Maybe, the law has a plug on it.

Yes, you can report a public official action to the police and they are mandated to take it to court, however, you don't have investigative power, so how do you gather evidence to compel the police to charge such official to court

We don't know really what our right is. Don't you see how the police respect/fear lawyers?
Lawyers know something that the general public don't.

We want to sue,I'd like to sue...or recall my Senator or LGA representative...but I don't know how to go about it.
That's where a lawyer comes in.
A lawyer knows how to do right within their right.
