A Chief Whip cannot criticise the President without resigning.

A Chief Whip is the officer that whips his party's Senators into the party/government line, and ensures his party's Senators support the government 's position in any vote in the Senate.

He is basically an influencer who ensures that Senators from his party are maintaining party discipline.

How can the person responsible for party discipline in the Senate also be the one going to the media to openly castigate the leader of his party thereby indulging in indiscipline.

In the UK, a Chief Whip that criticises the Prime Minister will immediately announce his own resignation. It is the honourable thing to do.
