Section 162 does not give power and control over LG and LG Funds to the State Governors. Rather, the rogue Governors have been taking advantage of the LGs thanks in no way to the corrupt and inept government as well as the populace who have been asleep at the wheels of their democracy.

Nonsense! What do people in other democracies --- competent ones --- do to Governors who overstep their bounds and go as far as to embezzle public funds?
