Indirectly the constitution recognizes the geopolitical zones. You have the respective commissions from the various zones springing up after the nddc and backed by legislation. The north east has a commission. Likewise the southeast. You also have quotas for some board appointments based on geo political zones and not states. Even the nddc board has directors representing each geopolitical zone. The nddc is backed by legislation, which is a direct output of our constitution.

The constitution doesnt have to be be both explicit and exhaustive on every issue. Sometimes it just acts as a guide to discretion.

Even party national offices are zoned according to geopolitical zones. Likewise national offices at the highest echelons. For example, objs tenure of 1999 to 2003.

If you were expecting our federal constitution to be extremely thorough and extensively cover every facet of our politics and governance debates, then a room big enough as a cathedral would be too small for that document.
