Between 1999 to 2024 The demons in government have spent more than $40 billion which twice than as much on what Dangote used to set up a brand new refinery all in the maintaining the government owned refineries. Why aren’t these government refineries working?

What does he want? Give me crude oil to refine, I will pay for it. Stop importation and safe billions of dollars.
What's difficult here. All his demands are reasonable.
PH and KD Refineries are their, combined they have about 450,000 barrels per day, that's sufficient to keep Dangote at check.
This aside from about 20 modular Refineries licences that have been issued.
