The resources are scarce here and bandits have been hired to make only the retired rich farmers sole suppliers

The rich retired who had stars on their shoulders go into farming and am sure they can't sell cheap as the people who are permitted to farm by bandits will sell to the people

The people aren't allowed to farm at all so the scarce commodity is very well priced
